Minister for Federal Affairs and General Administration Lal Babu Pandit said Somlal Subedi has been called back as he had gone violating due process. “He had violated procedures and gone to take a position meant for first class officer. We have corrected the mistake by calling him back,” Pandit told Setopati.
Joint Secretary at the Finance Ministry Ram Sharan Pudasaini will be sent to replace Subedi. Pudasaini, who joined civil service as accounts officer in 1989, has been in the Finance Ministry throughout his career. He was promoted to joint secretary eight years ago.
Member states take turn for the post of alternate director with monthly salary of US$ 18,000.
Nepal has been sending officers to the post on recommendation of political leaders. The government in the past has sent Govinda Bahadur Thapa who was not even in civil service. Former finance secretary Ram Binod Bhattarai has also taken the job.
Many countries including India send secretaries for the post while Malaysia sends under secretary.
Subedi, who was appointed chief secretary on August 20, 2015, had left for the ADB job one year before his term expired. He was kept in the reserve pool by the General Administration Ministry after he left to take the ADB job without resigning.
He was accused of not resigning due to greed for additional pension amount. The government had revoked his post in the reserve pool when he was at Manila.
